Francis Warner Parker was born on April 1, 1858 in Alton, Illinois. He graduated from Shurtelefff College in 1878 (A.B.), where he also met his future wife Alma Chapman. The couple married in September of 1883. Parker began his career as a lawyer in Chicago, where he was admitted to the bar in 1880. He served in the Illinois State Senate from 1902-1906.
